I have just used these guys during my holiday in Romania. Although I could not find any reviews in English I decided to try them and it paid off! No credit card needed. There are no specific European standards regarding the rental of cars in Bucharest or on the territory of Romania, but, as a European consumer, you have certain rights. The most important are: The price set for a booking must include all unavoidable taxes (local taxes, processing fees). Any additional costs that may apply to you (eg a child seat or extra insurance) must be clearly indicated and must not be misleading.
The lease must not contain abusive, forbidden clauses in Europe. For example, the seller can not compel you to accept clauses that you have not been able to check before signing the contract.
